The Royal Commission for Riyadh City, in partnership with the Ministry of Human Resources and Social Development, has launched the Flexible Working Hours Initiative across six major business districts in Riyadh, effective from 2 June 2026. The initiative forms part of wider efforts to improve mobility, reduce traffic congestion and support a more efficient working environment within the capital.
What is changing?
The initiative expands the flexible working-hours window to four hours, allowing employees to start and finish work at different times rather than concentrating travel during traditional peak periods. The initiative currently applies to more than 50 organisations operating within the following districts:
- King Abdullah Financial District (KAFD)
- Riyadh Digital City
- Diplomatic Quarter
- Laysen Valley
- Granada Business Park
- Roshn Front
Working Hours Under the Initiative
The permitted start times differ depending on the governing employment framework applicable to the organisation. For government entities subject to the Civil Service System, employees may start work between 5:30 AM and 9:30 AM. For government entities subject to the Labour Law, employees may start work between 7:00 AM and 11:00 AM.
The initiative applies primarily to administrative roles with fixed working schedules. Healthcare, public education, field-based roles and operational positions requiring continuous service delivery are excluded.
