The updated visa policy, implemented in Shanghai, Jiangsu, and Liaoning provinces, streamlines the process for business professionals who frequently travel to China. A key feature of this reform is the introduction of the Special Visa Invitation Letter, issued by the municipal Foreign Affairs Offices. This document serves as a prerequisite for obtaining the extended M visa and has several benefits:
- Exemption from fingerprint collection- simplifying the application process.
- Delegated application submission- allowing applicants to authorise someone else to handle the paperwork.
- Reduced visa fees- applicants will only need to pay for a one-year multiple-entry visa, despite receiving a five-year validity.
To apply for the extended M visa, the inviting organisation in China whether a state-owned, private, or foreign-invested enterprise must first request the Special Visa Invitation Letter on behalf of the applicant. The process typically takes two to three weeks, including registration, document submission, and approval. Once issued, the foreign business traveller can submit their visa application at a Chinese embassy or consulate in their home country.
While the policy does not explicitly list nationality restrictions, the final approval remains at the discretion of the reviewing officer. The initiative is primarily aimed at foreign professionals who have made significant contributions to international business and trade cooperation in Shanghai and other participating regions.
By reducing bureaucratic hurdles and extending stay durations, the policy is set to enhance the ease of doing business in China.
