Canada introduces a new Home Care Worker Immigration Scheme

Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has announced two new immigration pilot programs aimed at home care workers. These pilots will offer a streamlined path to permanent residence for eligible caregivers, enhancing opportunities for both workers and employers in Canada’s growing care sector.

The Home Care Worker Immigration Pilots will feature two distinct streams:

Workers Already in Canada

Opening on 31st March 2025, this stream will allow individuals already working in Canada as home care workers to apply for permanent residency. This stream aims to support those who are currently employed in caregiving roles but have not yet gained permanent status.

Applicants Outside Canada

Though the details for applicants outside of Canada are yet to be released, this stream is expected to open at a later date. It will provide an opportunity for foreign workers to apply for permanent residence through the same caregiver program, enabling skilled professionals to fill caregiving roles across Canada.

One key feature of the pilots is that applicants will not be required to obtain a Labour Market Impact Assessment (LMIA), a significant administrative burden typically required for work permits.

The eligibility criteria for these pilots have been designed to make the process more accessible to a wider range of caregivers. Key requirements include:

  •  Language proficiency- Applicants must meet a minimum Canadian Language Benchmark (CLB) level 4, a reduction from the previous level 5 required under earlier caregiver programs.
  • Education- Applicants must have at least a high school diploma or the equivalent of a Canadian high school education, instead of the post-secondary credentials previously required.
  • Work experience- Applicants need to demonstrate recent and relevant work experience in home care, with no specific minimum duration required.
  • Job offer- A full-time, permanent job offer from a Canadian employer in the home care sector.
